SafeSIGN passed all NYC Local Law 26 Testing Requirements for Indoor applications
 
We are delighted to announce that SafeSIGN Photoluminescent Foor and Stair Tread Marking System have been tested to,  met and exceeded all five of the required testings for the NYC Local Law 26 Requirements as of this week.  
 
Local Law 26(2004) of the New York Building Code requires the approved photoluminescent stairway system to meet the following testing standards for Indoor applications :  ASTM D4828 (Practical Washability), SMP 800-C (Toxic Gas Generation), ASTM E162 (Flame Spread), ASTM D3648 (Radioactivity), ISO 17398,7.11 (Brightness Rating with 2 ft. cdl charging light source).  
 
SafeSIGN has conducted all tests with laboratories on the published NYC MEA-recognized laboratories list.  Results have shown that SafeSIGN has exceeded all testing requirements.  
 
SafeSIGN is currently in the process of application for the NYC MEA listing number.   Which is expected to be granted very shortly without much delay.

NYC Reference Standard RS 6-1 and RS 6-1A signed into Law.
 
The technical reference standard of Local Law 26(2004), regarding photoluminescent stair path-marking systems, has been officially signed into law.   The long-debated techinical specifications of the stairway marking system has been finalized.

SafeSIGN is slip-resistant for both Dry and Wet
 
We are delighted to announce that SafeSIGN Photoluminescent Foor and Stair Tread Marking System has been additionally tested and certified to ASTM C1028 "Standard Test Method for determining the Static Coefficient of Friction (COF) of flooring products."  for both dry and wet conditions, and results have shown that SafeSIGN has achieved COF ratings of 0.8 (Dry) and 1.10(Wet),  which meets and exceeds the ADA/OSHA recommended slip-resistance rating of COF 0.6 for "accessible horizonal routes" (the greater the value, the more slip-resistance is the product.) 
 
SafeSIGN is the first PL system available to achieve slip-resistance rating without the need of a clear scuffy-top surface coating.  SafeSIGN floor and tread marking products exhibits a smooth surface finish,  which is easier to clean, less likely to accumulate dust particles which may diminish the ability of the system to absorb and recharge light energy over time.  In the end, SafeSIGN system will provide consistant, reliable emergency illumination during emergency evacuation.
 
SafeSIGN also demostrated enhanced slip-resistance properties during wet conditions -  An important consideration when choosing a PL stairway system,  since stairway may often be wet during emergency evacuation if the fire sprinkler system has been activated.  we recommand building management and owners when selecting PL systems for floor or stair tread applications, to look for slip resistance ratings for both dry and wet conditions, in order to ensure maximum protection for the evacuees, as well as from possible fall-injury liabililty risks.
 
By using SafeSIGN , you can be further ensured that the evacues will be more protected from possible slip-and-fall injuries during emergency evacuations.

SafeSIGN developing new solution for handrails
 
SafeSIGN is currently developing an aluminum-based solution for continuous handrail marking for stairways. 
 
This has been an unsolved problem in the past as typical railrails in the stairways are cylindrically-shaped, currently the only available product which can be used for this application has been vinyl tapes, however, with the curvature of the cylindrical handrail, it  posed a challenge even for vinyl tapes to stay perminantly attached to the handrails, especially with stairways that are regularly used. 
 
By developing an aluminum-based solution, we are hoping to provide an improved permanent solution to continuous handrail markings. Check back with us to find out the latest developments in this solution!

Reference Standard RS-6 may be released in April
 
It has been indicated that the RS 6 Reference Standard is aimed to be released for comment by first of  April 2005.
 
It has been indicated in the rumor mill that there may possibly be a requirement of continuous PL markings along the floor perimeters of the egress path in the stairway,  Check back with us to get the most updated information,

NEW NYC LOCAL BY-LAW ANNOUNCED
 
As of June 2004, The City of New York has adopted Local Law 26(2004), requiring all highrise office buildings and occupancy group E buildings in the City of New York to install photoluminescent  Exit Path Marking systems in all exit stairs and exit passageways.  This installation is mandated on and after July 1, 2006.
 
Required markings for exit paths shall comply with the technical standards for installation and placement to be set forth in a referece standard.  Such reference standard shall be designated RS 6-1 and shall be adopted on or before January 1, 2006.
 
It has been indicated that the RS 6-1 has been completed and would be released in the first half of 2005 for public hearing.  As this standard will specify the exact design of the compliant system,  we recommend all building owners and management to hold purchasing decisions until the RS 6-1 standard is released to ensure code compliance.  Check with this news bulletin regularly to find the most current information.

*** NEWSFLASH *** : Dec 1, 2003
 
One September 23, 2003,  The Mayor of New York, Michael R. Bloomberg, and the buildings commissioner sent legislation proposal to revise the New York City Building code, to improved building safety.   The proposed Legislation is based upon the World Trade Center Building Code Task Force Recommendations on Improving Building Safety study that was completed in Feb. 2003. 

In the proposed legislations, it includes the following major changes for photoluminescent products in New York :

1) On and after January 1, 2006 all high rise office buildings and all high rise buildings classified in occupancy group E shall have exit path markings,  

2) All exit path markings required herein shall be of an approved photoluminescent material which shall be capable of remaining visible in total darkness for a period of at least eight hours after exposure to normal lighting conditions. The markings shall be washable, non-toxic, non radioactive, and if subjected to fire must be self-extinguishing when the flame is removed.

3) All exit path markings must include :

(1) All doors opening to corridors, to an exit, or to an exit passageway, shall be marked with the word “exit”.

(2) Within all exit stairs, horizontal extensions in exit stairs, horizontal exits, supplemental vertical exits and exit passageways, except within street level lobbies, there shall be directional markings.

(3) Required markings for exit paths shall comply with the technical standards for installation and placement to be set forth in a reference standard.  Such reference standard shall be designated RS 6-1 and shall be adopted  on or before July 1, 2005.

*** NEWSFLASH *** : AUGUST 15, 2003
 
A major power outage simultaneously struck dozens of cities in the United States and Canada on afternoon of August 14, 2003. The massive blackout affected parts of New York , New Jersey, Ohio, Vermont, Michigan, Connecticut, Pennsyvania, and parts of Canada. 
 
This power outage affected over 50 million people and future outages will most likely affect some of those people again. US power grids are outdated and our government is requiring major upgrades over the coming months and years. With these changes, we will experience further blackouts, brownouts, sags and surges while power grids are repaired.
